I am sure that Popeye's friend/rival Bluto inspired the character design of this guy:

& a similar character in the B&W Astroboy "Spaceport R-45."

I have been keeping track of the 'guest' stars in the 1963 Astroboy, & make note of which episodes, etc.

There are quite a few men with Popeye's distinctive chin and nose.

Of course several of Tezuka's 50 stars are based upon foreign actors:
Tick & Tock: Abott & Costello. Just watch A & C meet Frankenstein or the mummy, etc, & compare the scene with A ridiculing the legends while poor C is seeing the real thing with T&T doing likewise in Vampire Vale (Count Bat) in Astroboy B&W. Compare Tezuka's Mason in his military officer role with James Mason as Erwin Rommel. Of corse it is no secret that Tezuka based M on JM, but those roles are so close.

Black Jack is in the 2003 Astro Boy video game but when you walk up to him, he doesn't say anything. You can also find Pinoko, who when you talk to her asks "Have you seen the doctor?" (I think that's what she said)
