I really hope Discotek will release Horus: Prince of the Sun on R1 DVD. They've released other Hayao Miyazaki-animated Toei Doga films (like Taro the Dragon Boy, Puss n' Boots, and Animal Treasure Island), so they're probably our best chance for an R1 release of Horus.
If you'd like to see Horus released on DVD in the US, contact Discotek Media at their website. If they get enough people asking for it, they just might give it a shot. Why wouldn't they?
