Trying to identify this anime clip

Hello, I'd love to know if any of you can confirm if this is indeed a Tezuka anime snippet, and if so, from what anime it might have been taken?

Some YouTube comments suggested that it was from Ribon no Kishi, but in going through all the images I could find from this anime, I didn't see any that resemble this scene.

Any help would be much appreciated! (I'm compiling a list of all the anime I can find that depict catgirls / Neko / human transformation into cat).

someone asked this exact same question just less than a year ago and I totally forgot what the anime was :O But I think that's like the devil's daughter and she was going undercover for some reason.
