Uh, not necessarily. I asked my friend right here about what the heck fanservice is. She said it's when the author does something to the fan's appeal. It doesn't really exactly mean any nudity. I guess fans wanted something "special" on Melmo...

Tezuka made some mangas that have whet we now call "fan service": I stated it before, but on Tiger Books #8 (I think), a bodacious Prime Rose takes the part of a genie who makes this to defeat her enemies (To the mods: if this think I've written below is too much for these forums, don't think twice: delete this message)

She gets close to a door and then says "Porno-Roman Temple!" She starts growing and turning into a temple-like structure. When the enemies get into the room, her arms have turned into columns, and her breasts are sticking out the cieling like a decorative (very decorative indeed) thingie. The enemies go away, but when they cross the door again, they find theirselves into some organic interior. When they realize where they are, it's too late: they're swallowed by her ******. I think you understand. THIS is what I call fan service!

I've found it seems to depend on whether it appears to be necessary or gratuitous. In some things a girl wearing a short skirt has her panties visible in circumstances where they realistically would be visible, while in others it happens clearly just for the sake of having it happen. Buddha, for example, is full of nudity but it's all clearly there just because it should be, not to "serve" the fans. On the other hand, Wato seems to have her clothes ripped off in almost every issue for no particular reason. That, to me, is clearly fan service.
