I am sure that Popeye's friend/rival Bluto inspired the character design of this guy:

& a similar character in the B&W Astroboy "Spaceport R-45."
I have been keeping track of the 'guest' stars in the 1963 Astroboy, & make note of which episodes, etc.
There are quite a few men with Popeye's distinctive chin and nose.
Of course several of Tezuka's 50 stars are based upon foreign actors:
Tick & Tock: Abott & Costello. Just watch A & C meet Frankenstein or the mummy, etc, & compare the scene with A ridiculing the legends while poor C is seeing the real thing with T&T doing likewise in Vampire Vale (Count Bat) in Astroboy B&W. Compare Tezuka's Mason in his military officer role with James Mason as Erwin Rommel. Of corse it is no secret that Tezuka based M on JM, but those roles are so close.
