I have to admit that by fan-service (within the context of Tezuka) I thought you meant including gratuitous shots of familiar characters to make fans feel happy, not panty shots and what not.
Well, yeah, as I've said elsewhere, I think Tezuka was an active pioneer exploring virtually every idea that came to mind. His stuff, even the more 'daily-bread' comics he chugged out showed this sort of inventiveness. Maybe sometimes that is surprising or shocking to people, but it becomes an issue of what you want. For myself, I enjoy his fierce creativity over feeling comfortable. I mean, Tezuka killed off Astroboy for a reason and I'm sure he'd have never returned to it if not for the demands of fan and/or the need for stable income. Let's also not forget this is a guy who shut down his own animation studio to persue more experimental animation.
