Here I'll start presenting the characters from Osamu Tezuka's star-system appearing in Blue Blink which is Tezuka's last work:
Sharaku:
Episode: 3# The Hostage in Rose Mansion
Role: Prince from West.
Objective: He wanted to marry Princess Kirara, but he failed to pass her riddles and was punished.
He was last seen after Kakeru took him out from the "Sweat Room" (a room used for torture).
Curious notes:
Sharaku doesn't have his trademark cross shapped bandage and neither owns a third eye.
So, his forehead is pretty plain.
Duke Duralumin:
Episode: #8 The Tempting Island: Cobalt
Role: Servant.
Objective: Briefly appears announcing the arrival of Kakaru at the palace.
Disappears shortly after.
Dr. Kiriko:
Episode 11: The 3 Primary Colors.
Role: Evil Scientist.
Objective: In the story he is Dr. Gari who is one of Emperor Gross allies.
He was controling people's emotions with his artificial suns and was lured outside after Kakeru tricked the citizens to enter a cave where the sunlight could no longer control them.
After he attempted to kill Kakeru and Blink, but both fooled him into destroying his own artificial suns.
Blinded with rage he chased Kakeru and Blink till the edge of the valley and tried ram on them, but fell into the abyss.
He appears to have died afterward.
