This actually isn't a bad question since in the late '90s there were plans to build just such a theme park near Tokyo. One of the few references I could find to it is here: . I have no idea why it wasn't built, though I'd hazard to guess that a $2 billion price tag might have had a little to do with it. The current Osamu Tezuka World appears to be a considerably less ambitious project.

It was some unpleasantness with a user called Metropolisforever who kept breaking forum rules, posting inappropriate content, and being rude to users, and accused anyone who asked him to stop of being a Troll. Sadly the situation has ended with Metropolisforever being band, which we didn't want to see happen, but it was necessary.
