I'm a big fan of manga, but if I had to make a worlwide list, I'd sure exclude some of my favourite manga artists to give it some variety. My personal list would be:
10- Tex Avery
9- Chuck Jones
8- Moebius
7- Naoki Urusawa
6- Katsushiro Otomo
5- Hergé
4- André Franquin
3- Rumiko Takahashi
2- Osamu Tezuka
1- Akira Toriyama

Are we talking about a list of favorite comic artists,
or a list of most significant comic artists?
my personal list of top favorties would include;
Dan Clowes
Mark Beyer
Miki Tori
Tom Tomorrow
Lynda Barry
Roz Chast
Charles Burns
Maybe you like them, maybe you don't
but I would not put any of them on a list of most significant comic artists.
significance involves,
1. shaping and defining the medium,
2. doing something new that no one has done before,
3. influencing those to come after.
4. synthezing elements used by others (from comics or other mediums)
5. talking comics to new heights; in art, story telling, theme, technique
6. and, well, something we don't expect - making an impact on society
