In the 1963 episode Atom sacrifice himself by using a device which would turn the sun return to it's original state.
That scene doesn't look like a reference?
It was from episode 5: Robot Farm (Japanese order):

I haven't seen episode 193 yet, so I can't know what about this is supposed to be referencing it (unless it's drawn exactly the same with the same angle), since Astro is not sacrificing himself here.
BUT, I do know that they used this screenshot from the 2003 series in Omega Factor on GBA, to recreate Astro's sacrifice from the 60's anime, so there's that!

I watched the episode and he was carrying a similar device.
Btw, they don't show Atom melting away like it was though.
Lot's of people mourn his death including Uran, Father, Mother, Ham Egg (?), Dr. Tenma, Cobalt, Chi-tan and Dr. Ochanomizu.
Well, after the screen gone black, Atom thanks everyone and bids farewell.
According to Tezuka, he felt regret of Atom's sacrifice that he thought about making different returns for him, one was discarted and transformed in the Scara Ark and the other was Atom Returns Fourth Grader.
