Heck Ben

Heck Ben is a recurring minor villain, with a vaguely cowboy-ish style. Although he is usually a man of few words, he is a master at delivering a sinister silence that can ramp the tension up in any scene he's in.

Hamegg

Hamegg is one of Osamu Tezuka's most widely used character actors. Motivated by greed, he is extremely dishonest and a true coward - character traits that make him perfect as a cringe-worthy villain. He is usually cast alongside Acetylene Lamp (in a partnership Tezuka thought worked particularly well) as a henchman or lackey to another star, such as Duke Red, Skunk Kusai or Marukabe Boon.

Buku Bukku

Characteristic of Tezuka's early adventures, when the villains still had a warm and friendly core, Buku Bukku is more corrupt than truly evil. He is certainly less the villain than Skunk Kusai, or even Acetylene Lamp. 

Alabaster [aka James Block]

Although better known by his evil pseudonym, Alabaster, he originally appears as James Block, a handsome, famous and successful young black athlete. When James is spurned by the lovely Susan, he goes on a murderous rampage and lands in prison. There he meets and befriends the ignominious Doctor F and gains access to the inventor's invisibility ray.
