Dr. Fooler is another of Tezuka's mad scientists. Childish, both in his appearance and in his behavior, he is nosy and pushy and often worms his way into business he should not be part of, or pushes forward ill-conceived scientific projects against the better judgment of wiser scientists.
Another of Tezuka’s scientist and doctor characters, Butaru Makeru has made an appearance in many of his manga series. However, unlike Dr. Ochanomizu and Dr. Hanamaru, who always have the good of science and mankind in mind, Butaru Makeru is frequently a conspirator, an ally of bad people, a taker of bribes, or simply pigheadedly wrong, and while he is rarely the source of any intentional evil, he is frequently responsible for it.
