ひょう六 is Hyoroku (or Hyouroku), the name of the protagonist. おけさ (Okesa) seems to be the name of a popular old drinking song (about a barmaid named Okesa) and perhaps also the name of the dance that accompanies the song.
In this Tezuka story, it seems the lyrics of the Okesa song ridicule the feudal lord, and this gets Hyouroku (who sings them) in trouble. It seems Okesa is also the name of the main woman character in the story (who wants to learn the Okesa song/dance from Hyouroku).
So おけさのひょう六 could translate to “Hyouroku the Okesa singer” (or “Hyouroku the Okesa dancer”) as well as “Okesa’s Hyouroku” (or “Hyouroku, Okesa’s man”).
