Despite his stark appearance, however, Frankenstein is no lumbering simpleton. Instead, he is another of Tezuka’s cadre of mad scientists who is a master of his trade. Often cast in leadership roles, as a scientist, a general, or a respected professor – he usually has a harsh lesson to teach.
Dr. Fooler is another of Tezuka's mad scientists. Childish, both in his appearance and in his behavior, he is nosy and pushy and often worms his way into business he should not be part of, or pushes forward ill-conceived scientific projects against the better judgment of wiser scientists.
Despite almost never taking a starring role, Duke Red is, without a doubt, one of Tezuka's major stars. He is well-known mainly for his classy, aristocratic style, and his larger-than-life performances steal any scene he's in.

The ubiquitous Chikara Aritake appears as a supporting character in an infinite variety of minor parts, good and evil, military and civilian, scientist and patient. His appearance list reads like an index of the works of Tezuka, and frequently he plays two or three parts in the same story, simply because his presence is so neutral that he fades into the background.
Another of Tezuka’s scientist and doctor characters, Butaru Makeru has made an appearance in many of his manga series. However, unlike Dr. Ochanomizu and Dr. Hanamaru, who always have the good of science and mankind in mind, Butaru Makeru is frequently a conspirator, an ally of bad people, a taker of bribes, or simply pigheadedly wrong, and while he is rarely the source of any intentional evil, he is frequently responsible for it.
Characteristic of Tezuka's early adventures, when the villains still had a warm and friendly core, Buku Bukku is more corrupt than truly evil. He is certainly less the villain than Skunk Kusai, or even Acetylene Lamp.

With his distinctive look, with a large scar across his face and a streak of white running through his jet black hair, Black Jack has a rather ominous appearance. However, this gruff and heartless exterior conceals a heart of gold.
